1048. Evacuation plans which were prepared months ago are complete insofar as is possible with the exception of the name of the country which would take over American interests in case of evacuation. May I assume that Switzerland is indicated?
It is obvious that the matter should be kept secret as my first preoccupation at the present moment is to avoid any action here which might smack of panic. I submit that the question might be settled between Washington and Bern on the understanding that instructions be not sent to the Swiss Chargé here unless and until circumstances require.
