The Chargé in Turkey ( Kelley ) to the Secretary of State

1052. Department’s 461, September 23, paragraph 1. I have ascertained that Turkish-Swedish negotiations for charter of three Swedish vessels by Turkey have broken down because Germans have refused to allow these ships to leave Baltic. It is opinion of Foreign Office that there is no possibility of negotiations being renewed.

Department will recall that in chrome negotiations the Minister for Foreign Affairs65 requested British to let him have 5,000 tons of chrome for delivery to Sweden in connection with charter of Swedish vessels. It appears that Swedes insisted upon delivery of chrome as soon as first Swedish vessel arrived in Turk waters. Turks now admit their belief that chrome demand had been made at German instigation and that chrome would probably have gone to Germany.
