465. With reference to the Department’s 461 of September 23, 5 p.m., our prospective needs for the funds required for an extensive preemptive program in Turkey, and the substantial quantities of wheat which the Turks appear hopeful of providing the bottoms to lift leads the Department to the conclusion that it would be a mistake to grant on any basis other than cash reimbursement wheat over and [Page 738] above the two lots totaling 21,000 tons which Lend-Lease, at your request, is providing for non-cash reimbursement. The Department believes it would be well, therefore, to discourage any hopes the Turks might nurture for large quantities of wheat from the U. S. without making immediate payment either in dollars or Turkish pounds.
