The Ambassador in Turkey ( Steinhardt ) to the Secretary of State

47. Department’s 95, August 17. I have today communicated to the Prime Minister substance of Department’s cable under reference.

In connection with a visit made to Ankara and Istanbul by Jackson, head of the MESC, and Fred Winant,64 I had occasion to discuss with them the delivery of the 15,000 tons of wheat. Jackson stated that he expected to be able to deliver 5,000 tons by September 15 and 5,000 additional tons by October 15 but that the delivery to Turkey of the final 5,000 tons would be dependent upon the arrival in the Middle [Page 737] East of the first of the shipments from the United States sent in replacement of the 10,000 tons already advanced by the MESC.
