The Ambassador in Turkey ( Steinhardt ) to the Secretary of State

499. My 434, May 16, 3 p.m.26 Secretary General of Foreign Office told me informally last night that Council of Ministers has given its formal approval to new procedure with regard to furnishing of supplies to Turkey and that he expected to transmit written notice to foregoing effect to American and British Embassies prior to June 3d.

Immediately upon receipt of formal notification from Ministry of Foreign Affairs that new procedure has been accepted by Turk Government and unless instructed by Department to contrary British-American Coordination Committee will commence to function in cooperation with Turk Coordination Committee.

I anticipate telegraphing Department next week Embassy’s recommendations concerning several subjects which in my opinion should be considered in any master lend-lease negotiations Department may inaugurate.
