The Secretary of State to the Ambassador in the United Kingdom (Winant)

3515. Department’s 3484, July 25, midnight. Consul at Beirut has reported that Lebanese Ministry resigned July 23, severely criticized for failure to supply bread. Cabinet was weak, Foreign Minister listening exclusively to Spears while President Naccache worked closely with Catroux.

On July 24 President Naccache handed Gwynn for transmission to Department a letter dated July 18 which he sent to Eden complaining about Spears. Complaint alleges principally that Spears had interfered in internal Lebanese affairs and visited religious communities to stir up trouble. Naccache expressed the hope United States Government would aid in obtaining transfer of Spears.

Gwynn believes General Wilson has recommended Spears’ removal but cannot state this for a fact.

Spears was expected to leave Beirut for Cairo July 27 and Catroux the next day, and an attempt to bring them together may be made.
