The Minister in Egypt ( Kirk ) to the Secretary of State

196. My 188, February 2 [3], 6 p.m. The King conferred with the leaders of the various parties yesterday afternoon. Nahas Pasha, the Wafd leader, was received first and I am confidentially informed that the King suggested to him the formation of a coalition Cabinet but that Nahas took the position that the situation was so serious that he could only assume responsibility for government if given a free hand to form a Wafd Cabinet. I am further advised that the British Ambassador saw the Chief of the Royal Cabinet last night and without taking a stand on the coalition Government issue made it clear that he must insist on Nahas being given an opportunity to form a government in accordance with Nahas wishes.

It is reported that the King is continuing his conversations today.
