Memorandum of Conversation, by the Under Secretary of State (Welles)

The British Ambassador14 called to see me this morning at his request.

The Ambassador again raised the question of the recognition by the United States of the independence of Syria. I replied that, in view [Page 591] of the events in France in the past few days, I felt that the time would soon come when this Government would wish to give further consideration to this question. I took occasion to communicate to the Ambassador the substance of Mr. Engert’s telegram of this morning15 indicating the complete discord between the Free French representative in Syria and the British representative, General Spears. …
