The Minister in Egypt ( Kirk ) to the Secretary of State

1466. The substance of Department’s 772, July 20, 10 p.m. was brought to attention of General Spalding upon his arrival in Cairo and prior to his departure for Iran and Iraq. He has now returned to Cairo en route to Washington and informs me that owing to his other duties it was impossible for him to investigate denial operations and plans affecting Casoc oil fields.

I have shown him telegram No. 47 from AmLegation Jedda and he states that he sees no reason why Casoc should not facilitate preparation of plan for denial operation without regard to matter of possible active preparation for such operations.
