The Secretary of State to the Ambassador in Spain (Hayes)

1250. Your 1778, November 14. War Department is greatly interested in the maintenance of friendly relations with Spain at this time and has expressed the desire to avoid any action which might possibly lead to friction or give rise to an incident. In any discussions you may have, therefore, on the subject of the aviators and their planes, you should bear in mind the War Department’s wishes and carefully refrain from any expression which might prove to be a source of irritation.
