201. The Department fully endorses the position taken by you in the conversation reported in your 523 of October 26, 9 p.m. The [Page 508] American Ambassador in Madrid fully comprehends the policy of this Government; that the United States understands and appreciates the desire of the Spanish Government and the Spanish people to remain neutral in the present world crisis and that there is nothing in the policy of the United States itself that would necessitate any departure by the Spanish Government from their neutral purposes. The American Ambassador has been instructed so to state in his official conversations in Madrid.

You are authorized only in case of urgent necessity in your discretion to seek out General Orgaz and orally reassure him as to this attitude of your Government. You may inform your British colleague confidentially in this sense.

With appropriate references you will repeat this telegram to Madrid as Department’s no. 1115.
