Sir: I have the honor to refer to the Legation’s despatches no. 640 of February 24, 1942 and no. 658 [656] of March 3, 1942, and to report that, in accordance with the authorization contained in the Department’s telegram no. 84 of March [May] 4, 1942, 11 p.m., an Aide-Mémoire62 was left with my Spanish colleague, copies of which are enclosed, on the subject of the payment by American citizens to the Customs of the so-called Auxiliary Social Relief Tax.

When I presented the Aide-Mémoire to my Spanish colleague, he expressed great satisfaction with its conciliatory character.
