Sir: I have the honor to refer to the Legation’s despatches no. 640 of February 24, 1942 and no. 658 of March 3, 1942, and to report that, in accordance with the authorization contained in the Department’s telegram no. 84 of March [May] 4, 1942, 11 p.m., an Aide-Mémoire62 was left with my Spanish colleague, copies of which are enclosed, on the subject of the payment by American citizens to the Customs of the so-called Auxiliary Social Relief Tax.
When I presented the Aide-Mémoire to my Spanish colleague, he expressed great satisfaction with its conciliatory character.
