The Chargé at Tangier (Childs) to the Secretary of State

221. My 195, May 5, 8 p.m. I informed General Orgaz yesterday when he lunched at the Legation that I had received his note of April 30 and had forwarded it to Washington and would let him know as soon as a reply was received.
He stated he was coming to Tangier in June to spend the summer here when he would have the opportunity of relinquishing some of his responsibility to his subordinates in whom he has great confidence. He would then have an opportunity of discussing directly with me these matters of mutual interest.
He, General Mugica, Secretary General of the Spanish Zone, and General Uriarte, delegate in Tangier of the High Commissioner, were shown selections of photographs of the American production effort which greatly impressed them. Uriarte commented, “This is the finest kind of propaganda.”
