Dear Rives: We have been greatly interested in your telegram no. 116 of March 13, 1942, as well as all of your previous telegrams on the subject thereof. The Department has been giving the most careful consideration to the possibilities which you have outlined but at this date it has not been possible to give you a definite answer.
Just as soon as it is possible to do so, we shall communicate with you further. In the meantime I wanted you to know that your telegrams have aroused the greatest interest and are receiving all possible attention.
