The Chargé at Tangier (Childs) to the Secretary of State

26. The Legation in recent telegrams and despatches has reported various trends indicative of the desire of General Orgaz, High Commissioner of Spain in Morocco, to divorce himself from the pro-Axis foreign policy of Suñer, Spanish Minister for Foreign Affairs.

An instance of this policy has been the growing cordiality of Spanish officials toward the Legation and the British Consulate General and the alacrity with which various representations on our part relating to our treaty rights have been and are being acted upon to our satisfaction.

Yencken, Minister Counselor of the British Embassy in Madrid, has just concluded a visit of some days to Tangier and the Spanish Zone during which he saw General Orgaz twice.

Orgaz was at particular pains to emphasize that Spanish Morocco is neutral in the present conflict and Yencken was much impressed by the fact that several officials stressed Spanish Morocco’s neutrality.

Yencken stated he had reached the same conclusions as we had regarding the policy of Orgaz and his desire to preserve the status quo in the western Mediterranean.
