3806. According to our Legation at Monrovia, the German Consul is sending code messages to Berlin via Freetown where copies are reported to be taken by the British authorities for the Foreign Office.
We consider such activities of the German Consul highly dangerous to our interests and are at a loss to understand why these messages should be allowed to pass through British controlled territory. Please endeavor to obtain the cooperation of the appropriate officials in putting a stop to this practice.
