168. Referring to my 159, May 22. Von Waldheim, new German Consul, arrived and five Germans left Monrovia by same French plane May 24. Those departing, Wehrle, Kirstein, Fleck, Jantzen and Von Dein. Other Germans now planning to leave by June 6th. Secretary Simpson states that for the moment Von Waldheim will be allowed to remain here.
