The Chargé in Liberia (Wharton) to the Secretary of State

156. Department’s 113, May 16, 9 p.m. I have discussed with President Barclay the question of Germans leaving Liberia and informed him of the statement of the War Department in regard to the early arrival of adequate forces which will enable him to submit the agreement to the legislature.

President Barclay agrees with the suggestion concerning the Germans and states that the German Consul General has already been informally notified that if circumstances should change here the Germans would be invited to leave the country. President Barclay now states that he will immediately invite the Germans to leave Liberia.
