The Secretary of State to the Chargé in Liberia ( Wharton )

102. War Department is informed that the British military authorities desire to send 11 airplanes in transit through Liberia to Freetown for defense purposes and that it will be necessary to refuel [Page 408] at Roberts Field because of the short range of the planes. It is understood that President Barclay has refused permission for this operation.

Please see the President immediately and explain that owing to the urgency of the situation it is imperative that these planes be allowed to carry out the flight without delay. The stationing of the aircraft at Freetown will be of practical value in the defense of Liberia pending the forthcoming arrival of American forces. A separate telegram is being sent to you on the latter subject.
