279. Please inform the Department whether the Liberian Government is now prepared to proceed in the matter of Lend-Lease aid. If so, authorization should be telegraphed to Consul General Walker to sign the standard form of representations mentioned in the Department’s 51, March 12, 8 p.m., in order that an appropriate announcement may be made at the same time that a statement is issued regarding the presence of American forces in Liberia.
