The Chargé in Afghanistan (Thayer) to the Secretary of State

15. The King9 in a brief address at the opening of Parliament on June 15 said that he was pleased to announce the establishment of an American Legation at Kabul. He expressed the hope that our already friendly relations would continue and strengthen especially in the financial and economic spheres. Except for a reassertion of Afghanistan’s neutrality and general assurances of friendliness especially toward Afghanistan’s neighbours the address contained nothing else concerning foreign affairs. No country except the United States was mentioned by name.
