The Chargé in Liberia (Hibbard) to the Secretary of State

327. From McBride. Department’s 242, October 1, 10 p.m. Exchange of notes signed by Hibbard and Simpson has been effected. Hibbard cabling Liberian wording in separate message. I will bring original of Liberian note to be filed with agreement.
Arrangements made for General Fitzgerald and staff to come from Accra and meet President Barclay tomorrow. Have already had talks with Makins of Lord Swinton’s staff and plan to talk with Swinton at Roberts Field on October 8. Thus will be able to discuss economic and other matters with Department on my return.
This seems to exhaust my agenda except for censorship which I will take up with Barclay again this week. However, as Brazil is in war and presumably censoring mail both in and out of Brazil, this matter becomes of less importance.
If Department has no further instructions will plan to leave October 10 to 12.
