234. Your 297, September 16. McBride is authorized to discuss all pending matters with President Barclay. Question 5 will be taken up with the Board of Economic Warfare. Question 3 is under discussion with Walker.36

The Department feels that it would be desirable for McBride to proceed to Accra, if he is prepared to do so and if the opportunity offers, to investigate the point raised in question 7, which travel in his discretion is authorized.
