The Chargé in Liberia (Hibbard) to the Secretary of State

218. My telegram 198, June 18. The Secretary of State has today handed the German Consul General the following reply to his protest:

“The Government of the Republic of Liberia has taken note of the protest made on the 17th instant by the German Consul General in behalf of his Government against an alleged violation by Liberia of its neutrality in the present conflict.

The Liberian Government regrets that it has no alternative but to reject the said protest for the reason that the German Government has ignored the neutrality of Liberia by permitting its submarines to enter Liberian territorial waters where they have sunk ships of powers in amicable relations with Liberia in the course of which a number of Liberian citizens lost their lives.”
