The Chargé in Liberia (Wharton) to the Secretary of State

136. Secretary of State Simpson states that President Barclay is anxious to adjourn Liberian Legislature which has been in continuous session since last October, longest in history, in view of his understanding that defense forces would be in Liberia by end of April, he would like to know when conditions will permit him to submit agreement to Legislature for approval.

Legislature, to my knowledge, is being held for express purpose of submission of agreement which to avoid publicity, it was agreed to withhold until adequate defense forces reached Liberia.
