Department’s 75, March 29, 4 p.m.²² President Barclay consents to RAF refueling at Fisherman Lake on following conditions:

That planes refuel only and take off as soon as possible, crews to wear civilian clothes, consent granted temporarily until airports in Liberia can be defended by American forces. Colonel Kemp at Accra informed. [McBride.]
