116. Afghan Minister informs me his Government has now given formal consent to appointment of Engert as Envoy Extraordinary and Minister Plenipotentiary of the United States at Kabul. I have asked him to ascertain in view of this development whether his Government will now grant permission for Thayer to proceed to Kabul to open the Legation.
