63. From McBride. Legation’s 56, March 6, 11 p.m. Pending arrival of nucleus force, it is believed urgent that some protection be provided for Harbel Field immediately. Colonel Fox, Captain Beard, Wharton, Firestone manager and I suggest that Captain Beard be authorized to organize and instruct about 20 carefully selected Pan American construction men now on field in use of 2 machine guns which Colonel Kemp has made available from Accra. Weapons and ammunition to remain in custody of two commissioned officers who are now here at all times. This will not interfere with or delay Beard’s mission. [McBride.]
