The Secretary of State to the Chargé in Liberia ( Walton )

11. The President has appointed Mr. Harry A. McBride as his special representative to enter into negotiations with President Barclay on the question of the use of the Pan American airport by military planes, and the related matter of the protection to be accorded to Liberia by the United States. Mr. McBride will proceed shortly by air to Liberia for this purpose, carrying with him instructions as to the scope of his mission. You may inform President Barclay in strictest confidence of his forthcoming arrival, but in view of the importance of this visit in relation to current developments, it is desired that no publicity of any nature be given to the matter at this time.

Mr. McBride is being granted a commission by the War Department and will proceed to Liberia with the rank of Lieutenant Colonel.

In view of the urgency of the problems to be discussed it is considered important that President Barclay should be prepared with full powers to negotiate with Mr. McBride and to make any arrangements which may appear necessary in matters affecting defense and protection in Liberia.
