135. My 126 [127], June 22, 1 p.m. Military mission customs exemption question has been referred by Iraqi Ministry of Finance to Ministry of Justice. Latter on advice of its British legal adviser now informs me that Iraqi Government desires to negotiate a convention with the United States Government to serve as legal basis for legislation to authorize customs franchise. Draft is now in preparation. Meanwhile I request Department’s views and instructions.
