161. Reference to my No. 157, May 15, 2 [1] p.m. Minister of War informs me Soviet authorities have now given permission for total of 1500 Iranian troops to proceed Rezaieh area. He stated that in his opinion 5,000 troops are necessary to restore and maintain order in Rezaieh and Tabriz and he is consequently requesting Soviet authorities to agree to the sending of additional troops.
