265. Referring to Department’s 157, December 13. The Afghan Government informs me through its Ambassador Tehran that it agrees to the opening an AmLegation at Kabul. It adds, however, that since diplomatic representatives accredited to Afghanistan and those sent abroad by the Afghan Government have the rank of Ambassador or Minister Plenipotentiary it is “preferable” that the American Government designate a Minister Plenipotentiary to Afghanistan.
