267. Your 312, October 6, and Department’s 257, October 2 and 207, August 8. Please advise Foreign Minister that Department believes Iranian Government has taken wise step in approving appointment of Millspaugh. You may renew previous assurances that we will cooperate closely in selection of assistants and may say that Millspaugh has expressed his desire for such cooperation. He will proceed immediately to discuss terms of contract with Iranian Minister here and you will be fully informed in this regard.
We note from your 312 that Millspaugh appointment was opposed by Minister of Finance. Please take first opportunity to reiterate to Foreign Minister views expressed in Department’s 207, August 8. [Page 258] We believe Iranian Government will agree this mission is most important of all those now being organized and that its success is vital to the achievement of Cabinet’s policy of reform and reconstruction with American assistance.
