The Secretary of State to the Minister in Iran (Dreyfus)
238. There is pending in Congress a bill to permit American Army and Navy officers to serve under any foreign government whose defense is considered essential to that of the United States. Upon enactment of the bill it is contemplated that Colonel Schwarzkopf and his assistants, Colonel Boone and Captain Preston, will enter into the service of the Iranian Government rather than continue to act in their present advisory capacity. At that time it will be necessary to draw up a contract for their services between the American and Iranian Governments. A draft of such agreement will be transmitted to the Legation for the Legation’s and Colonel Schwarzkopf’s suggestions for alterations or additions to meet special conditions in Iran.
Please advise Colonel Schwarzkopf of this procedure because at the time of his departure he was under the impression that his contract would be made directly between him and the Iranian Government.
