207. You should take the earliest opportunity to impress upon Prime Minister and other officials the great importance of an unreservedly cooperative attitude on the part of all Iranian Government officials toward the various American advisers now in process of selection. Please make it clear that in our view it will be worse than useless to employ these men unless all concerned are prepared to further their efforts to the utmost. You may further say that this Government will hardly feel justified in continuing its efforts to provide advisers unless it can be assured that the Iranian Government shares this viewpoint. In this connection, we regard the choice of Minister of Finance and the proposed Minister of Food as particularly important, since those officials will be the determining factor in the success or failure of the Financial and Food and Supply advisers, who will form the keystone of the whole advisory set-up.
