The Secretary of State to the Ambassador in the United Kingdom (Winant)

5604. Following telegram has been received from Tehran:

[Here follows text of telegram No. 361, November 6, 5 p.m., from the Minister in Iran, printed on page 179.]

Please urgently advise Foreign Office that we hope British authorities will proceed with utmost caution and regard for Iranian sensibilities in any action which they may take with respect to alleged conspirators. We consider it especially desirable that no public action of any kind be taken against Iranian nationals until tension caused by wheat and currency problems has relaxed.60
