The Secretary of State to the Minister in Iran (Dreyfus)

192. Your 238, July 20, last paragraph, and 240, July 22.

1:
Department approves distribution of tires and trucks by Iranian Finance Ministry under CSC (or other Anglo-American) direction.
2:
We are instructing London to take up informally matter of tires requisitioned by British military.
3:
For technical reasons, 24,230 tires have been consigned UKCC, but question of ultimate distribution remains open for decision by appropriate British and American authorities. In light of your 240, we assume British and Iranians will agree to joint distribution in [Page 148] manner satisfactory to all parties. Please take this question up and report developments.
4:
Department is endeavoring to obtain a representative to go to Iran to collaborate with British and Iranians in distribution of American supplies ordered by Iranian Government or sent under Lend-Lease requisition for civilian use in Iran. It is hoped he will be able to depart in immediate future. Following his arrival, it is contemplated all American supplies in above categories will be consigned to him. We assume this would be acceptable to Iranians. He would, of course, work closely with Iranians, CSC, UKCC and other agencies in supervising distribution. We are informing British Government, via London, of our plans in this connection; and stating our willingness to discuss in advance instructions given to this American representative.
5:
In accordance your 240, Department will make no representations to British at this time, except in regard to tires requisitioned by military.

Please advise Department promptly of all developments, with special reference to details of arrangements worked out for joint Anglo-American-Iranian distribution of tires, trucks and other essential items.
