The Secretary of State to the Minister in Iran (Dreyfus)

162. Your 192, June 9, last three paragraphs.

Formal Lend-Lease agreement with Iran is contemplated and will be drawn up in due course. It is proposed to conclude agreements with United Nations before beginning negotiations with other countries.

Lend-Lease will probably be handled on same general basis as other Government orders. Requests would be channeled through Central Supplies Committee and MESC before presentation to Lend-Lease Administration here. Exact manner of delivery in Iran has not yet been decided. Question of Lend-Lease delivery and distribution in Iran is under consideration here and decision will probably depend largely upon ultimate composition of Tehran Central Supplies Committee and the attitude adopted by the British regarding use of that committee to supervise supply distribution. Question may also be affected by appointment of American supply adviser, if satisfactory man is obtained.

In talking with Prime Minister, you should emphasize American participation in MESC. An officer of the Department29 will shortly proceed to Cairo to head our representation on that body.
