There are enclosed two communications addressed by the President to His Imperial Majesty Haile Selassie I, Emperor of Ethiopia.38 It is [Page 116] desired that these two communications be forwarded by the Legation to the Consul at Asmara, Eritrea, by safe means and that the Legation request the Consul at Asmara to arrange for the transmission of these communications by safe means to the Emperor of Ethiopia at Addis Ababa.39
