Memorandum by the Under Secretary of State (Welles) to the Chief of the Division of Near Eastern Affairs (Murray)

Mr. Murray: I think Dr. Berle is right.3 My thought would be that if we have some appropriate officer who can be spared in the Near East we could reopen our mission in Addis Ababa with a Chargé d’Affaires.

Please consult Dr. Berle and Mr. Shaw4 and let me have your joint recommendations so that I may take the matter up with the President.
