I have the honor to inform you that I have been instructed to transmit the following message dated July 9, 1942 from the President to Mr. Stalin:
“I am deeply appreciative of your telegram96 authorizing the transfer of forty bombers to Egypt. I have arranged for one hundred and fifteen medium tanks with ammunition and spare parts to be shipped [Page 610] to you at once in addition to all tanks being shipped in accordance with the terms of the July protocol.”
