The Ambassador in Turkey (Steinhardt) to the Secretary of State

916. My 903, September 12, noon. The Greek Chargé d’Affaires called to see me yesterday and requested me to transmit to the Department the proposal that instead of the contemplated shipments of 15,000 tons of wheat monthly from Canada to Greece the shipments comprise 13,000 tons of wheat and 2,000 tons of dried vegetables. He gave as his reason the urgent necessity of obtaining [Page 780] dried vegetables as the soup kitchens furnished the only warm meal daily to 700,000 people and that while wheat was highly desirable it would not be possible to maintain the soup kitchens without dried vegetables.
