Department’s 196, May 5, 6 p.m. In response to my inquiry concerning the reported Soviet broadcast, Vyshinski emphatically stated last evening that the Soviet Government had not broadcast any peace appeals to Finland and would not take the initiative in making peace overtures to the Finnish Government since Finland started the war.
