Referring to its note of May 18, the Delegation of the French National Committee in the United States has the honor to send herewith to the Department of State, by order of the National Committee, the text of a Memorandum⁵³ which defines and elaborates the views already expressed in the above-mentioned note on the conditions of Combatant France in the question concerning the war status of the French possessions in America.
