The Secretary of State to the Consul General at Algiers (Cole)
279. Department’s 270, September 12, 3 p.m.58 It has been decided, with the approval of the various agencies involved and the British, not to require the return of the cotton twills and denims [Page 378] which formed part of the cargo of the Ile de Noirmoutier. It is understood of course that these goods will be utilized solely for immediate local consumption within North Africa by the civilian population and that this distribution will be supervised as in the past by our control officers.
