Your 413, April 8, [1941,] 1 p.m.97 It will be recalled that the French Government in its note of April 8, 1941,98 informed the American Embassy that it agreed to delay the preparation of the Dunkerque for departure from North Africa “until the conclusion of an agreement on this subject”. It was further promised that the vessel in question would not be moved without prior information.

This Government was not informed of the recent intention to transfer the Dunkerque from Oran to Toulon. The action taken would appear clearly to be a violation of this agreement. Please discuss this matter urgently with the Foreign Minister, and telegraph his reply.
