1275. Chief of Protocol8 last night informed me that although annual New Year reception would not be held at President’s Palace on January 1, it was expected that President’s book would be signed by diplomatic representatives and that “pf”9 cards would be sent to Prime Minister and Foreign Minister.
In view of Japanese tea party on December 8, I am not disposed to send cards to Rangell or Witting unless instructed to do so by you.10
