301. In view of the potentially critical situation in the Middle East, you should invite all Americans in your district, particularly women and children and those having no urgent or compelling reason for remaining in India, to return to the United States while there still remains opportunity for them to do so.

Department is trying to arrange shipping facilities available for the repatriation of American citizens from India and will communicate with you later in this respect. Telegraph estimate of number of persons desiring transportation.

Repeat to Bombay, Madras, Karachi and New Delhi.
