We have authoritative reason for believing that the Soviet authorities have agreed in principle to permit use of Soviet railways for shipment of merchandise for transit through Soviet territory into China and that discussions for the formulating of a working agreement, which would involve specified exchanges of goods, are likely to take place in the near future.
