2. Dr. Kung has asked me informally to raise question of Chinese Government purchasing United States dollars 20 million of gold from United States Treasury with funds from the American loan. Such purchase is contemplated, subject to Treasury, consent independently of whether or not scheme for a free gold market mentioned in 2 and 3 (a) of TF–63 of October 889 is adopted. With respect to this scheme Dr. Kung informed me Generalissimo has still not consented to it on ground that some of the gold may reach enemy hands. [Morgenthau.]
